    2014 MS Youth Legislature

    DATES:  5:00 p.m.l Wed., Nov. 19 through 6:30 p.m.,  Fri., Nov. 21, 2014  
    If your calendar is clear, complete this form by Mon., Sept. 1, 2014. 
    FEES: $175 check made out to MCHS GOVERNMENT CLUB with your name and "Youth Leg" on the memo line.  This includes registration, hotel, banquet, and advisors' fee.  Please be advised that this DOES NOT cover other means.  More to come on meal arrangements later.
    Checks are due NO LATER THAN FRI., SEPT. 19.  We are assessed a $15 fee for every late registration.  We have to know you are serious before we pay your registration.  REGISTRATION IS NON-REFUNDABLE.
    YL CHECK OUT FORM:  TURN IN AT MONDAY'S MEETING.  One school-related absence is acceptable.  But this form must be completed, signed by parent, and turned in BEFORE you go to YL. Students may leave to attend HOMECOMING PEP RALLY and FESTIVITIES.  You may NOT stay out past the regularly scheduled curfew, however.  If you cannot get back in, you must simply come back Saturday morning.

    Medication Form - must be signed, sealed by notary, and delivered; prescription medication in the bottle in which it was dispensed

    BILL ROUGHS MUST BE APPROVED FRIDAY, SEPT. 16.  Mrs. Shivers will be on duty at the back door of the annex leading to the band hall before school.  Or you can wing by room 186  DURING BREAK, last block, or after school.

    , ONE bill partner must go to http://msyag.org/youth_legislature.html and enter the bill in the electronic bill book using your email address as your user name and the password which MRS. SHIVERS issued you when she approved your bill.  MAKE SURE THAT YOU MARK THE BILL "PRIVATE."  It is not ready for public consumption until it's been thoroughly checked.  Here are specific directions.

    Online Bill Submission


    All bills must be submitted through the online bill submission system.


    1. One author for each bill must create an online account to submit their bill.

    2. Go to http://msyag.org/youth_legislature.html
    3. Select the “ONLINE BILL SUBMISSION" link on the left menu.
    4. Create an account by entering your email address and your password. When you turn in your rough draft on Friday, Mrs. Shivers will give you your password and forms.  Forms include:

         A. Drug testing form

         B. Teacher OK Sheet  (pink...I know the checklist says green, but I ran out of green paper.)

         C. Permission Slip (blue)

         D. Student Code of Conduct Form

         E.  Health Form (Do NOT leave items blank.  Put N/A if not applicable.  Do NOT fail to include your insurance policy number.  Also, be sure to witness your parent's signature.

    Forms and money are due by Mon., Sept. 26.  Bills need to be entered in the electronic bill book A.S.A.P.  You will be given a manila envelope and a checklist to help you manage your forms.

    5. Advisors must maintain a copy of each student’s username and password for access in order to proofread and edit and in the event the student forgets the log in information.

    6. Once a user account has been created, delegates may begin entering by following the format provided through the online system.

    7. Proper bill format should be followed as described in the Advisor Manual, Bill Writing Guidelines.  These guidelines are posted on the TIPS AND TACTICS PAGE at http://mcjags.com/Page/7545 You can also find these at msyag.org.

    8. When you enter your bill into the system, select the “I am not finished, keep it private for now” option at the bottom of the page under the (Publish to the Bill Room?) tab. Selecting this option will keep the bill hidden from the view of others until the Executive Committee can proofread it and publish it..

    9. Once the bill is completed and finalized, we'll select the “Let Others See My Bill” option from the (Publish to the Bill Room?) tab. This will enter the bill into the Electronic Bill Room, where it will be able to be viewed by other delegates.

    10. Once the bill is published, no further changes may be made to the bill.  So PUH-LEEZE, DO NOT PUSH THIS BUTTON.  LET US DO IT AFTER WE'VE PROOFED YOUR WORK!

    11. All published bills may be viewed by delegates by selecting the “2011” link from the

    View The Electronic Bill Room selection at the top of the Bill Submission Log in screen.
